Meet Karen

Karen Harper is a dedicated community and business leader, a long-time Saanich resident and Saanich’s newest councillor, having won her seat in the 2017 municipal by-election.

She brings over 35 years of experience in helping organizations become accountable, efficient, responsible and respectful.

Karen’s career – teacher, manager of a provincial long-term disability plan, trustee of the Teacher’s Pension Plan, Senior Vice-President of the BC Pension Corporation – was based on critical thinking, collaboration and leadership in creating positive and necessary changes.

Karen’s Focus Areas

Respecting Your Wallet

During the last 15 years, most Saanich residents have been lucky if their incomes have kept even with the cost of living increase of about 25%.

During that same time period Saanich property taxes on the average home have increased by nearly 80%. This is an unacceptable disconnect.

We need to make Saanich more affordable for homeowners, renters and businesses. If re-elected, I will use my experience to help Saanich find ways to keep property tax increases in line with inflation.

Respecting Your Property

The vast majority of Saanich residents are supportive of meaningful environmental protections. However, Saanich has lost a significant amount of trust with many of its residents over its heavy handed approach to the EDPA.

I will continue to work with Saanich Council, residents to develop an environmental approach that respects your property rights while protecting truly sensitive areas. This approach must also include an cooperative stewardship, as outlined in Saanich Official Community Plan. 

Respecting Your Neighbourhood

All twelve of Saanich’s Local Area Plans are significantly outdated. This creates uncertainty about where height and density belong, and places the community in a reactive – rather than proactive – position on housing and other development.

If re-elected, I will champion an expedited process to keep local area plans relevant and up to date. With updated plans, we will be in a better position to address housing affordability and reduce the multi-year delays in bringing development proposals to council.
